IVL Swedish Environmental Research Institute
The project manager of this project is IVL Swedish Environmental Research Institute (IVL), a leading independent, non-profit research institute for applied environmental research and consultancy services in Sweden and internationally. The institute, owned by a foundation jointly established by the Swedish Government and Swedish industry, was established in Sweden 1966 and has since then been involved in the development of solutions to environmental problems, at national and international level. IVL has managed and partnered more than 40 EU projects and has a qualified staff for large international projects as well as high quality technological expertise. IVL has been present in China since 1986, with local offices in Beijing since 2009 and a wide official network. The head office of IVL is situated in Stockholm, Sweden, and IVL currently employs around 200 experts. In this project, IVL contributes with professional project management as well as subject expertise.

All-China Environment Federation (ACEF)
Partnering IVL as the second core member in the team is All-China Environment Federation (ACEF), a Chinese national-wide civil society organization in the field of the environment focusing on protecting the environmental rights of the public and providing legal aid for vulnerable groups. ACEF has a legal expert team consisting of 30 experts and scholars from the areas of the environmental science and technology, law, economics and management.
Since its establishment on April 22nd, 2005, ACEF has engaged in increasing awareness of environmental public interest, assisting individuals and groups who have suffered harm from pollution, and the promotion of environmental rights legislation and policy. ACEF has dealt with 551 cases of complaints by citizens regarding environmental pollution issues and submitted 12 proposals to the NPC, CPPCC, Supreme Court, Ministry of Justice, Ministry of Environmental Protection and other government departments for promoting a Public Interest Litigation system in China. ACEF office is located in Beijing and the organization currently employs 80 employees. The knowledge and expertise of ACEF concerning Chinese environmental legislation and their extensive experience regarding the protection of environmental rights of the public are essential for a successful implementation of the project.

Guizhou International Cooperation Centre for Environmental Protection (GZICCEP)
Since its establishment in 2000, Guizhou International Cooperation Centre for Environmental Protection (GZICCEP) has specialised in international cooperation efforts for environmental protection; and has been part of a number of projects with international partners such as research institutes, universities, advisory bodies and NGOs from United States, UK, Japan, Norway, Sweden, Canada and Australia. Previous projects have addressed issues such as capacity building, pollution control, environmental management and education, ecological restoration, rural poverty alleviation and ecological protection, as well as low-carbon economy.
GZICCEP has close connections to many local NGOs in Guizhou province, such as Two Lake and One Reservoir Foundation, as well as Guizhou Environmental Protection Institutions. Furthermore, GZICCEP holds a high level of access to environmental information concerned with pollution and legal procedures in Guizhou Province. The knowledge, experience and local network of GZICCEP is important for a successful implementation of the project and to ensure that project activities confirm to local needs of target groups in Guizhou Province.
GZICCEP is located in Guiyang City and has 6 employees.
Guiyang Public Environmental Education Centre (GPEEC)
Since its establishment in 2010, Guiyang Public Environmental Education Centre (GPEEC) has focused its work on water resource protection, river development, education and training in water- and sanitation issues as well as legal and judicial development. GPEEC has experience in advocating public participation, including conducting investigations on Guiyang water pollution, filing lawsuits against polluting enterprise, carrying out public actions regarding environmental protection and organizing volunteer training on environmental protection.
Mr. HUANG Chengde, General Director of GPEEC, is a member of Guiyang Municipal People's Political Consultative Conference and acts as environmental consultant to the Guiyang Municipal People's Government. GPEEC supports the EGP-Guizhou project with valuable knowledge and experience of local conditions as well as a wide local network.
